Bilateral Relations of Indo-France

Aid policy with bilateral partners was reviewed. French aid is tied to imports of French goods and services. French commitments are made for specific projects where contracts are awarded to French companies. Local costs are not financed under French aid.

The policy announcement of 20 September 2004 has included France (by virtue of being a G-8 country) in the list of countries from which development assistance would be acceptable to India.

However, while India welcomes development assistance from France, it would still not receive tied aid. It has been clarified to France that it may not be possible for India to accept tied aid; even if it is bundled in a package with an united component. Read more

Bilateral Relations of Indo-Switzerland

Swiss assistance has been in the form of grants and has been provided for local costs as well as technical assistance. In the past, Switzerland has also provided mixed credit comprising 40 percent grant and 60 percent loan for power sector project.

The Neriyamangalam Hydro Electricity Project of Kerala State Electricity Board (KSEB) has been implemented under the Swiss Mixed Credit Agreement dated 25 June 1991. An amount of CHF39.235 million (Rs. 91.98 crore) has been disbursed under the credit line up to March 2005.

Presently, Swiss assistance in India is mainly directed towards NGO projects. During the last year Switzerland has supported several NGO project in India. Read more

National Sample Survey Organisation of India

The National Sample Survey (NSS) was setup in 1950 for conducting large scale sample surveys to meet the data needs of the country for the estimation of national income and other aggregates. It was reorganized in 1970 by bringing together all aspects of survey work under a single agency, known as the National Sample Survey Organisation (NSSO) under the overall technical guidance of Governing Council headed by a non-official and experts in the field as Members. The director general and chief exectuve officer of the NSSO is responsible for supervising the activities of the organisatioin. It has four divisions viz.,

1. Survey Design and Research Division (SDRD)
2. Field Operations Division (FOD)
3. Data Processing Division (DPD) and
4. Coordination and Publication Davison (CPD) Read more

Official Language of India-Training Technical and Publications

Training

Under the Hindi Teaching Scheme, administered by the Department of Official Language, training in Hindi language is being imparted through 136 full-time and 47 per-time centres throughout the country. Likewise, training in Hindi stenography and Hindi typing is being provided thorugh 24 full time and 41 part-time centres.

Thus, training in Hindi is being provided in 248 centres located in different parts of the country. Five Regional Offices at Kolkata, Mumbai, Delhi, Chennai and Guwahati are providing academic and administrative support to the Hindi Teaching Scheme in the East, West, North-Central, South and North-East Regions.

The Kendriya Hindi Prashikshan Sansthan was established on 31 August 1985, as a subordinate office of the Department of Official Language, with the objective of providing Hindi Training through condensed courses in Hindi language/typing and stenography as also training through correspondence in Hindi language and Hindi typewriting. Official Language of India-Constitutional Or Statutory Provisions

Article 343(1) of the Constitution provides that Hindi in Devanagari script shall be the official language of the Union. Article 343(2) also provided for continuing the use of English in official work of the union for a period of 15 years (i.e., up to 25 January 1965) from the date of commencement of the Constitutions.

Articlentee 343 (3) empowered the parliament to provide by law for continued use of English for official purposes even after 25 January 1965. Accordingly, section 3(2) of the official languages act, 1963 (amended in 1967) provides for continuing the sue of English in official work even after 25 January 1965. Read more

Essential Commodities Act-1955

The essential commodities act, 1955 was enacted to ensure the easy availability of essential commodities to consumers and to protect them from exploitation by unscrupulous traders. The Act provides for the regulation and control of production, distribution and pricing of commodities which are declared as essential for maintaining or increasing supplies or for securing their equitable distribution and availability at fair prices.

Exercising powers under the Act, various Ministries/Departments of the Central Government and under the delegate’s powers, the State Governments/UT Administrations have issued control orders for regulating production, distribution, pricing and other aspects of trading in respect of the commodities declared as essential. Bureau Of Indian Standards-Part II

The Bureau of Indian Standards has also started HACCP integrated quality system certification, which provides the dual benefit of award of certificate for HACCP and ISO 9000 through a single audit. It is helpful to exporters in a field of food and food products especially for exports to USA and Europe. The BIS has so far granted more than 60 licences under HACCP integrated quality system certification scheme.

The Bureau of Indian Standards launched environment management system certification scheme in 1977 as per IS/ISO 14001-1996. This scheme helps the industrial units to demonstrate their commitment to environmental protection, prevention of pollution and compliance with environmental legislation. 102 licences have been granted in diverse technology areas. The Indian Standards Institution (ISI) came into existence on 6 January 1947 as a registered society with the objective of harmonious development of activities of standardization, quality certification and marking.

This set-up was provided statutory status through an Act of parliament dated 26 November 1986 and Bureau of Indian Standards (BIS) came into existence as national standards body of India on 1 April 1987 with a broadened scope and more powers, taking over the staff, assets, liabilities and functions of ISI.
