Swarn Jayanti Gram Swarozgar Yojna
The union ministry of rural development launched a restructured poverty alleviation programme, Swarnjayanti Gram Swarozgar Yojna (SGSY) with effect from 1 April 1999, which has replaced IRDP and its allied and allied schmes viz., Training of Rural Youth for Self Employment (TRYSEM), Development of Women and Children in Rural Areas (DWCRA), Supply of Improved Toolkits to Rural Artisans (SITRA), Ganga Kalyan Yojna (GKY)and Million Wells Scheme (MWS).
The schemes aims at establishing a large number of micro enterprises in the rural areas of the country. The objective of the Scheme is to bring every assisted family above the poverty line in three years by providing them income generating assets through a mix of bank credit and government subsidy. The monthly income from the activity to be undertaken should not be less than Rs. 2,000 net of repayment to the bank, at least in the third year.
The Swarnjayanti Gram Swarozgar Yojna (SGSY) is a holistic programme covering all the aspects of self-employment such as organization of poor into self help groups, training, credit, technology, infrastructure and marketing.
The scheme is funded on 75:25 basis by centre and states and is implemented by DRDAs through Panchayat Samitis. Major share of assistance is for 4-5 key activities identified at the block-level.
The year 2004-05 was the sixth year of implementation of the scheme. A total number of 6,81,680 Swarozgaris received bank credit amounting to Rs. 559.96 crore (and Government subsidy amounting to Rs. 241.58 crore) under the Swarna Jayanti Gram swarozgar Yojna (SGSY) during the year 2004-05 (up to 31 December 2004).
Of the Swarozgaris assisted, 1,98,225 (29.08 percent) were Scheduled Castes and Scheduled Tribes (SC/ST), 228072 (36.46 percent) were women and 8326 (1.22 percent) were physically handicapped.
Swarna Jayanti Shahari Rozgar Yojana
The Swarnajayanti Shahari Rozgar Yojana (SJSRY) is in operation from 1 December 1997 in all urban and semi-urban towns of India. Among other components, the scheme has two sub-schemes where bank credit is involved, namely, Urban Self-Employment Programme (USEP) and Development of Women and Children in Urban Areas (DWCUA).
The beneficiaries under the scheme are identified by the Urban local bodies on the basis of house-to-house survey. Under the scheme, women are to be assisted to the extent of not less than 30 percent, disabled at 3 percent and SC/STs at least to the extent of the proportion of their strength in the local population. The scheme is funded on a 75.25 basis between the Central and the State Governments.
During the year 2004-05 (up to December 2004), disbursements amounting to Rs. 86.98 crore were made in 29,606 cases (out of 72818 applications sanctioned). Of the above, Rs. 22.49 crore were disbursed to 8,213 SC/STs, Rs. 2026 crore were disbursed to 7,610 women and Rs. 1.61 crore were disbursed to 526 disabled persons during the year 2004-05.
