Traffic Congestion Tax Proposed By House Panel

A spurt in the number of vehicles clogging the road in Indian cities has prompted a parliamentary committee to propose fresh taxes on people owning more than one car and a congestion levy to ease the traffic.

The recommendations of the Parliamentary standing committee on Transport will be presented in Parliament in the current session and then sent to the government for action.

It is as yet not certain whether the government will accept and implement the report in its entirety.

Failure to augment public transport has led to excessive use of private vehicles, making roads unsafe and putting them under pressure.

There was no scheme to strengthen public transport in Indian cities and the road tax structure was heavily biased in favour of private transport. There has been no substantial technological progress in the bus transport sector, whereas there has been considerable progress in the induction of new technology in personalized vehicles.

In its recommendations on decongestion, the committee has asked for fresh taxes on multiple car owners and levying of congestion charges for those traveling in their own vehicles to the heart of cities, where public transport is available.
