Pay Panel Announces Bonanza For Govt Employees

Sixth Pay Commission on Monday recommended 20-40 percent hikes for central government employees at various levels, with effect from January 1, 2006.
It has also proposed liberal increases in assorted allowances.
Tuition fees can be reimbursed up to Rs. 1,000 per month per child. Transport allowance has quadrupled to RS. 3,200 and a more generous pension scheme.
The pay rise is around 40 percent at the junior-most and senior-most levels, but only about 20 percent in the middle-to-senior rungs up to joint secretary, excluding allowances.
The ratio of the highest to lowest salary remains 12:1.
The panel has recommended against the merger of dearness allowance with basic pay, a practice introduced by the Fifth Pay Commission. The proposals mean that government secretaries are slated to get a salary of Rs. 80,000 per month against the present Rs. 56,000.
At the lowest level, the new pay would be RS. 6,660 a month instead of Rs. 4,750, including dearness allowance.
At the joint secretary level, the hike would be limited to about 20 percent.
The exchequer will have to take a hit of Rs. 12,561 crore in 2008-09. The additional outgo is lower than the Fifth Pay Commission’s Rs. 21,000 crore.
The government would have to bear Rs. 18,060 crore as on time expenditure on arrears from January 1, 2006. This is inclusive of the Rs. 5,418 crore that would have to be borne by Indian Railways. However, the government could segregate the arrears payment in two parts, in which case it would have to pay Rs. 9,030 crore each time.

The pay structre has not revised keeping in mind the interests of the lower classes.Actually lower class does the precision works and gives the final touch to any work done.So the unsatisfied working class wil try to do any type of illegal works to face the current high market value to fulfill there basic needs.
The ratio of higher pay and lower pay should have been highlighted because the result has hiked the upper class pay very high.Hence the actual needy class is kept far behind.
The increment process is very worst.Because the employees have to wait for minimum 10 years maximum unlimited. And also TPT allowance is so bakwas that it seems that any foreginer who has no gyan about indian market price and also seems like leting a bit to a begger.
