Measures To Elminate Child Labour In India

The Child labour cell is entrusted with the responsibility of formulation and implementation of policy and programmes for tackling problems of child labour. The Cell is respondible for funding and monitoring of the projects taken up under the scheme of National Child Labour Projects.
The cell also renders financial assistance to voluntary organizations for taking up action-oriented projects for child labour. In addition, the cell monitors the enforcement of child labour (prohibition and regulation) Act, 1986 and organizes meetings of various committees, workshops, advisory boards, etc.
National Child Labour Projects
One of the components of the national child labour policy, 1987, is setting up of the national child labour projects (NCLPs) in areas of high concentration of child labour of their identification, withdrawal and rehabilitation. The package of benefits to child labor for their rehabilitation includes non-formal/formal education, vocational training, nutrition, health care, stipend, etc. The other activities include more strict enforcement of child labour related laws, raising awareness against the evil of child labour and extension of welfare facilities to the child labour.
In keeping with the policy on child labour, the national child labour project scheme was initiated in 12 districts in 1988 with the objective of withdrawing and rehabilitating children working in identified hazardous occupations and processes. The number of projects was increased to 100 during the Ninth plan and has now been expanded to cover 250 districts across 21 states during the tenth plan.
Gants in Aid To Voluntary Agencies
This scheme is for taking up action oriented projects for the rehabilitation of child labour and is implanted through NGOs and voluntary organizations. Financial assistance to the extent of 75 percent of the project cost is provided to the NGOs for running the projects. The NGOs and voluntary agencies are expected to meet 25 percent of the projects cost out of their own resources. The scheme allows for flexibility and innovation.
Indo-US-DoL Matching Grant (INDUS Project)
The Ministry of Labour-United States, Department of labour (Ministry of labour-US-DOL) project is being developed as followup of the joint statement in “Enhanced Indo-US cooperation on Elimination of child labour” singed between the ministry of labour and the US department of labour in August 2000. The project aims at effecting convergence with the department of education to ensure complete elimination of child labour from identified hazardous industries in identified districts.
The project proposes to cover 21 districts in five states, namely, Uttar Pradesh, Madhya Pradesh, Tamil Nadu, Maharashtra and the NCT of Delhi. The US department of labour would provide US$ 20 million (US$ 13 million for the labour component and US$ 7 million for the education component) to be matched, with equal funding from the Indian government which will be shared between the Ministry of labour (US$ 13 million) and ministry of HRD (US$ 7 million).
The project has been launched on 16.02.2004. Funds have been released to Indo-US-DoL Matching Grant (INDUS) district for setting up for Transitional Education Centre (TECs) and meeting the expense of the project society.
